1995 Evinrude Ocean Pro 115 surging above 4000 RPM

Engine turns up to 4000 RPM then starts to surge. If i hold in the key to engage the primer solenoid/choke the engine stops surging and turns up RPM. Any ideas?

Pushing the key in opens the primer valve.---The fuel pump then pushes fuel directly into the motor.-----This fuel bypasses the metering circuits in the carburetors.----This would suggest carburetors need attention.---Perhaps carburetor bowls are warped.

thank you racerone, i will look into that. Can they confirmed warped visually?and If they are not warped, what other carb issues should i look for once i access them?

Warped float bowls are easy to spot with a straight edge ruler. They also contain the main fuel jet, so clean it while the bowls are off.

New bowls are available in a few places for different prices.

Of course, you can rebuild the carbs pretty easy while inspecting the bowls.

Just wanted to update this thread so it wasn’t a hit and run. I want to thank everybody for the replies as it turned out to be warped carb bowls as others said above.
