1995 force 90 hp losing power at full throttle

hello all,
New to the boards here. So maybe someone can shed some light on my problems. First off i noticed at slow speed my engine starting to run rough and was going though a no wake zone for about 30 minutes. Then after the final marker i throttled up and it ran great for about 1 minute and then I felt the power start to slip away till it got so low it stalled out. I tried to restart but wouldn't. I then put the engine in neutral and it started and would run at any rpms. once i dropped it into drive it shut-off, then after another neutal and drive it started to move. then after a 20 minute full throttle i went to drop it down to about a quauter and it lost power again and the whole thing started again. I looked at the plugs when I got back and they were really wet and there was one plug wire a little loose but still connected, also how far does the throttle control need to be moved before the throttle in the engine begins to move I noticed I have to move the throttle control about 2" before and change happens in the motor throttle. thanks for any help

The motor must be in neutral to start it.
Yes you need to move the throttle 2-3 inches before it begins to pick up speed.

Sounds like the motor needs normal maintenance.
Decarb
Rebuild fuel pump
clean and rebuild carbs

I would check compression and spark before doing anything else though.

To add to Roscoe's list of service items,I would also go ahead and replace the water pump, that way you know when it was replaced last [this is after you get it running right].Keep us posted on your progress.

What kind of maintenance have you done to it so far? Do you have a manual, if not, you need to get one.

last january i had the whole engine rebuilt, so thats why I was wondering. I changed the plugs on it today and am going to attempt to take it out. It started right up after the new plugs, but haven't got a chance to test full throttle.
