I have a 1995 mariner 200 hp non efi outboard , I was planing off yesterday and it shut off , like someone turned the key off , it started back up, went to plane off again and did the same thing but it wouldn't start back up , waited a half hour and it started so we limped home at 1500

Mercury has a low speed and a high speed stator winding. Maybe the high speed winding is bad?
Alternatively, Sounds like either the killer wire (black/yellow) is rubbing ground, when you are bouncing around at high speed, or the stator feed to the switchbox is intermittent.

So the black/yellow wire going to the switch boxes is the kill circuit?

The black/yellow sires will disconnect at the switchboxes. You will need to choke the motor to stop it, after disconnecting those wires.
