1995 Merc 100HP - no midrange acceleration

Just bought this boat and motor.
When trying to accelerate, it misses and hiccups between 2000 and 2600 RPM.
After that it runs great WOT around 5200 RPM @ 42 MPH.

I believe it sounds like a Carb setting, but do I need to Sync and Link?

UPDATE: I learned from the forum to check the Low-Idle setting on the top two carbs. It was set at 1-1/4 and 1-1/8 turns respectively versus the manual that claims 1 3/4 turns for each.... I hope this makes a difference.
I'll be hitting the water tonight. I also changed a bunch of tie-wraps and clamps that were either loose or causing damage to the gas / oil lines.

If all fails, I might be brave and attempt the Sync and Link as per Service Manual....... any advice here?
