When give it throttle and under a load, want to spit and sputter. Bogging down and takes a bit to catch up. Been told carb has been rebuilt. Is it the adjustments? Anyone help Please. Thanks Charlie
If it's a 2 strokes engine, probably carb was not correctly cleaned out still with some varnish, gunk inside, how's gas pump diaphragms condition, dried, cracked, balooned ? If so, replace all. You could have air entering through hose connectors o'rings because are dried out or wored with use or even shorted plugs that fails when giving juice.

Be advised that there isn't any carb kit available for the 9.9B2 any more. A few individual carb parts may be available. I would whip out the Factory service manual, and using it as a guide, verify timing (link/sync), and if that's OK, check the carb and reed valve. Odds are that the carb needs a Proper cleaning.
