1996 115 merc hard to restart after running

Ok a little history about this motor, it sat for 2 years without running, it had fuel in the carbs and in the tank. Needless to say they had to be rebuilt and fuel flushed from the system. This motor runs great at every speed. However I took a 15 minute run across the lake, when I tried to restart after 15 of sitting minutes it acted like it was flooded. When I felt the bulb it was hard so I know it had fuel and I did not squeeze it. I had to wait another 15 minutes, and crank the hell out of it before it would start. This happens everytime it sits after running.
Could this be a fuel pump issue?, could the oil injector be flooding the system while sitting? Any help would be greatly appreciated.

If the motor is flooding, it might be your starting procedure when the motor is warm. I usually push the throttle a little forward (with shift still in neutral) if I start my motor when the motor is warm. This opens the throttle plate in the carbs a little giving it some extra air so that it does not flood so easily. Once it starts to run, I quickly bring the throttle back to neutral position so the motor does not rev too high. Just something I learned after much frustration from flooding my motor when starting it warm.

If the motor is not flooding, the problem may be due to a weak spark or fuel starvation. If so, there are many possible causes for this and you would probably need to troubleshoot the problem systematically to narrow down the cause.
