1996 115hp can't get starter to engage

So I bought a 98 glastron gs 150 on a auction it was in a storm and was flipped while in the lift so the motor was submerged upside down for some time anyway I got it all cleaned up new starter new solinoid and it spins but the Bendix does not engage i opened the flywheel cover enough to see it and spin it up and down everything looks fine there is no rust started is spinning plenty fast have 13.1v at starter but the Bendix will not engage any help would be appreciated also I ordered one but I'm missing the kill switch tether could that be why thanks in advance

Its probly gunked up so either remove the bendix and clean it and the shaft , or if your not game you could douse it in CRC or WD40 whatev and try to free it up in sutu. if you turn the pinion against the starter direction it should climb up into mesh fairly easily and smoothly.
also make sure the ring gear and pinion teeth are not munted .

I did do that and like I said I can make it move up and down with a screw driver I'm going to purchase a piston stop took so I can take the whole cover off but I don't think it's the Bendix but not sure what else it would or could be

Is it spinning in the correct direction? If the magnets are installed upside down, the starter can spin in the wrong direction.

make certain all contact surfaces are shiny clean to allow max current flow
(battery posts, solenoid in & out, starter in and grd
