i have a 96 15hp evinrude 4 stroke outboard. when i pull it to start it i only get about a foot of rope out and then it's almost like it jams and you can't pull anymore, but if you pull slowly you can pull it all the way but it's not fast enough to get it to start. any ideas of what could be going on with it?? i bought it from a boat dealership and am planning to take it back this week and make them fix it since i haven't even gotten to use it yet and haven't had it for more than two weeks.
