[1996 5HP 2 Stroke] A screw came out, can you identify?

Hello,

First post at iboats forums and first ever outboard engine. While on the lake, I realized there was a screw on the side (see picture) kind of loose. As I was trying to secure it, it dropped down to the lake. I don't know what is was for. I check the service manual but couldn't find it (maybe just because I'm a newbie). Looking at the picture, can you identify what that screw does?

It is 1996 Mercury 2 stroke 5HP

Another question out of topic: I'm using internal fuel tank, the other day I shut the fuel vale so it would drain the fuel in carb but it kept running for 4-5 mins. I finally shut it off by pulling the lanyard. Why would that be?

Frequently there's a tensioner adjustment screw in that location. It will keep the motor from turning easily on it's own if you want.

These small motors can run for a long time at idle with just the fuel left in the lines.

Look at these parts online. Double check with your SN in a parts list
10-16206 1 - Screw - about $28 + you maybe able to sub at the hardware store with all these in SS or brass.
12-16826 - Washer
24-95383 8 - Spring
