1996 90hp tilt and trim

Have quick question about the tilt and trim, I have a 1996 Mercury 90hp model number 0E182480. I can't get the unit to lift the motor, the tilt and trim motor runs but it dose nothing. The unit has fresh fluid topped off and bleed it seems like it wants to move but nothing. I was told that besides the motor and the cylinder, I have a pump that sits under the motor. I never heard of this pump...can this pump be reuilt.

You could have a pressure relief valve stuck open. Get a manual and follow troubleshooting guidelines. There are 2 screws on the pump/reservoir/piston assembly. One is on the rear and you obviously found it. Full is even with the bottom of the hole....aka if you put more fluid in it will spill out. The other screw is on the right side. It is the bleed off screw. If it isn't screwed all the way in CW it will bypass the pressure and the unit won't lift. Course if you have been using the boat and it worked and nobody has messed with it, it's not the bypass screw at fault.
