1996 Evinrude 70 hp surging and bogging

I've done some searches through other threads and haven't found a satisfactory answer for my motor problem yet.

My 1996 Evinrude 70 hp on a 17' 1959 Thompson surges and then bogs at WOT. I took it out along the Santa Barbara coast Saturday it ran fine for the first tank of gas - about 18 miles - then when switching over to another tank is when it started to surge from 3000 rpm to 4000 rpm when it was previously at 5000 rpm. I blew out the fuel filter, no change. I turned the fuel/air mix adjustment on the 3 carbs all the way in then turned out 3 full turns, no change.

Then when I finally got it back home to try and flush it out it ran really rough with lots of smoke and oil spewing, until I pulled the fuel hose from the motor then it ran fine until it ran out of gas and died.

What do you fine folks think? Fuel system? Carbs? Overheating?

Carb float seats/needles dirty so its flooding.
Seems to happen when tanks run out even with a filter, maybe it sucks stuff off the lines
