1996 force 50hp makes loud chirp!!

I am not sure what is going on but when at idle and low rpms it will make a loud chirp. It does not do it when on plane. When it chirps it kinda sputters a little. Another thing which I dont think is related is the key switch does not shut the motor off. I have to choke it to shut it off. There is no alarm beep at the turn of the key either.I will get that fixed but was not sure if it could be related. There was also a bad gas leak at the float bowl but I put a new gasket in and it is still making the chirp sound. Is there any sort of alarm on the actual motor? The sound is not consistant. Does not sound like metal or anything hitting.

Might be a ping. Timing could be a little off.
