So it was over tightened and probably never greased so it's completely worm out and 40 degrees before and after it has a lot of loose play and becomes tight again.
This is with the screw completely tightened.
What can I do?

What's wore out, the screw itself or the arm or? Maybe posting pics will help.

It's probably the upper liner or the friction block that's worn and it takes a bit of dis-assembly to get at it. See the parts list at BRP Evinrude website for more detail. Might be easier to hire a small boy to hold the motor.

Well I removed the tiller and mounts from the midsection and what do you know, the person I bought it from over tightened the bolt breaking the brass friction block and I guess it was very loose. His fix was to install a bigger bolt and double the length then jam it far enough that it went past the brass block and into the steel shaft creating a grove in it :(
Its not to bad, so I'm going to replace the friction block and hope that everything will go back nice and snug :)

What do you mean by aligned?
I didn't think I could adjust anything but have the shaft welded to resurface it and install a new friction block.
