1996 johnson 50 horse starting, idle problems

first problem i had was it would not idle,it will run fine at full and half throttle.replaced plugs and it idled fine.started across lake and it stalled in about 5 min.could not get it started had to be pulled in.about an hour later it fired up but will not idle again.cleaned carbs was some water in bowls and gas was a oarnge color.put back together and now it acts like its only firing every once in a while.put gas in cylinder still no start up.please help

also noticed a certain times top plug was wet and bottom plug seemed to be working fine after it stalled.also there are 2 relays in between power pack and coil what ere they .orderd manual not here yet.
