1996 Johnson Outboard not starting

Hello so I have a 1996 Johnson 4 stroke 15 hp outboard with electric start.. so last year at the end of the season it was running rough so I put it away for winter inside so nothing froze.. so this year I can’t get it to run.. has good spark about 90 compression in both cylinders fuel pump works good.. so when I go to start it it never fires up unless I spray starting fluid or put gas directly into motor then it will start up untill that burns off.. I know gas is getting into the carb and float bowl is shutting it of when full.. so what else could it be? I cleaned the carb multiple times and even got a new fully redone one to try and still nothing.. I don’t know too much but the carb seems like the only missing piece to the puzzle and suggestions?

it is likely the idle passages in the carb is totally clogged or gummed up.... and last year it was getting that way.... i think you have to at least pull the carb and rebuild it , with all new parts and gaskets that come in the OMC kits. thats a first step, id guess

Don't know which model you have, but look for an adjustment needle on the top of the carb. Have you attempted to dial that in (air/fuel mix)? Initial setting is perhaps about 3 turns open -- not sure. The initial setting would be shown in your service manual.

Are you pushing the key in while cranking it over ?-----That is if it has the electric primer valve ( thingy with the red lever ) installed and working properly.----And 90 PSI would be low for a 4 stroke engine like that.
