1996 Mariner 15 HP Carb questions

I have a few questions, I've got a 1996 Mariner 15 hp... When I pump the ball the gas just keeps coming out of the carb and the bulb never firms up. This outboard hadn't been run for about three years since I bought it last week. Fires right up on the first pull but eventually sputters and dies. Seems like it's starving for fuel because if I press the blue "prime" button it keeps running.

If I manually run the throttle it runs great. Symptoms sound like a stuck float. I sprayed carb cleaner in the carb and kind of soaked everything. Didn't fix anything. I'm unsure of the "anatomy" of the carb and was wondering exactly what the brass/bronze "post" that sticks up in the middle of the carb is? It's where the gas comes shooting out. It appears that whatever needle is in there should move up when gas gets pumped in which would plug the little hole it is sitting in. Thus allowing the bulb to firm up because fuel pressure is building. How stuck is stuck, I've rapped lightly all over the carb and nothing is coming undone. No improvement.

The other question is what does it generally cost to have someone rebuild a carb for this motor? If I can't fix it in a few minutes it's time for me to take it in as I'll be working non-stop until Thanksgiving and I want to have the boat ready to run the river by then so I can hunt.
