Starts great, runs smooth, revs in neutral and in gear when out of the water but when in the water and in gear it only will rev to a low rpm. Last year I could go 35mph no I can go 8mph with the curent. Compression was near perfect. Any ideas.

Does pumping the primer ball help?
Could be a bad fuel pump and/or dirty carbs.
What maintain has been done?

The engin was looked over last year (carbs cleaned, new filter, ect) Pumping the ball doesn't change the prob. Revs mint in neutral but as soon as I put it under a load (make it push my boat) it wont give me anything over 25% power.

Check your fuel feed lines. A pinhole or split can cause that condition.
