i have a 1997 oceanrunner 115 that only starts on a high idle. my friend seems to think its the powerpack. i thought powerpacks either work or they dont. i'm pretty sure if the powerpack was partially defective it would only work on a low idle due to the slow feature engaging when it shouldnt. can anyone verify that.
