1997 Evinrude V4 won't go in reverse

Hello. I am trying to help my father-in-law with his boat. We got ready to take it out after it had been sitting for several months, but we noticed that it won't shift into reverse. Any ideas on something I can try to adjust to fix the problem? The motor is a 1997 115 up evinrude oceanpro v4. Thanks.

We adjusted the cables that connect to the shift linkage and we may have fixed it. We are going to take it out and test it now.
