Here is a representative photo of the internals. It is actually from the older Chrysler 2 piece lower but will give you the idea.
Normal! Since both gears are constantly in mesh with the pinion and turning while the engine is running AND since the forward gear is bushed on the prop shaft while the reverse gear is carried in a needle bearing and does not touch the shaft, the forward gear has slightly more drag on the prop shaft than the reverse. Thus: In neutral, the prop will spin slowly while the engine is running on muffs with no load against the prop.
