1997 Johnson 130 Start Up

I have a 1997 Johnson 130. I had to rebuild the powerhead about 18 months ago and just got back to finish up the install. After getting everything hooked up it will not idle. I am able to get it to start but than it dies. I have been able to get it to idle at about 1200 RPM with the throttle control but soon as I back off throttle it dies.
Here are a few things I have done so far.
Rebuilt Carbs, new plugs, new coils, replaced fuel lines from rail to carbs, replaced inline fuel filter, drained tank and replaced fuel (did pump out old fuel out of lines before hooking up to motor) , and replaced water separator filter. I verified #1 cylinder was TDC on flywheel before I installed the plug. I have the low idle adjustment screws at factory recommended 3.5 turns (i made adjustments and seems to run a little better at 4.5 turns the couple times I got it to stay running at 1200 RPM), I adjusted the idle screw on the starboard side of the motor under the edge of the flywheel (the one that has the flat head slot and locking nut. So far none of this has helped it stay at a normal idle without having to use the throttle to keep it running.
A couple things I noticed that might be part of my problem
The Primer Solenoid has a small fuel leak when I use the choke from the key switch. I also noticed that when I squeeze the primer bulb after I have used the choke I hear a click from the primer solenoid. Not sure if that means maybe it is staying open and flooding?
A couple of the fuel lines from the carbs to the block are a little loose. Not leaking fuel loose but loose enough I can wiggle them around on the fitting. Need to change them but they are going to be a pain.
I have not performed a linc and sync. Not 100% sure about the procedure for this even though I do have a good manual.
Have not checked engine timing as have not been able to keep engine running.
I did pull the spark plugs and noticed starboard side (1 & 3) were clean and looked good, port side (2 &4) had oil residue.
So basicaly what I am asking is what is the procedure for starting a motor after it has been rebuilt and getting adjustments close enough so it will idle to make tuning adjustments? I was going to take to shop but they booked for about a month..

I have tracked part of the problem down to number 1 and 3 cylinders are not firing. I am getting spark but not sure of correct voltage. I unhooked some of the wires from the stator and timer to make sure I didn’t have a loose connection or anything. Hooked everything back up and now I have no spark to any of the cylinders.
