1997 Merc. 200 EFI water psi gauge fluctuates

I have a 200 merc efi I was fishing on day and the water was real weedy I noticed that mywater psi gauge was going up and down and the my overheat buzzer went on, I check for weeds blocking my lower unit it was clear. I went home and replaced my impeller checked all my water passages, good . took it out and still does the same thing but does not overheat???????

the poppet valve may be faulty, it controls the water pressure. you may also want to replace the thermostats while you're at it
