1997 Mercury 1502.5 xri efi no spark

I have not had any issues with this motor, It's been awesome. No issues with starting, idling, charging. ect... I was going across the lake and the motor was purring like a kitten,no skippin, not running rough or anything then all of a sudden it just shut off like the kill switch was pulled. After a tow to the ramp I got it home and started going through my manual. First I disconnected the black and yellow wires to the pack to rule out kill switch and throttle lever switch. I hooked up my meter to the four yellow wires out of the stator and my results only 4.5 AC volts and 3.7 AC volts from each set of the yellow wires. This is telling me that the stator is bad, Correct? Are there any other serie of tests to rule/rule out the stator?

The yellow wire are for charging the batterys. Have you checked for sparks as not mentioned? Is fuel pump running when you turn key to ON?

Yes , the fuel pump is working and I'm getting fuel to the injectors, I have no spark at any plug.

After reading my my manual further I'm thing the the stator is good,
My testing results were done while connected
Blue wire to ground was 470 volts ( should read 140 or more)
Blue/white to ground was 495 volts ( should read 140 or more)
Red to ground was 112 ( should read 20 or more)
Red/white to ground was 111 ( should read 20 or more)

I took the voltage regulators off to bench test them and I am a little confused or my regulators are bad, a little guidance maybe to see if I did this correctly.
I set my mulitmeter to 200 kilo ohms and the results were,
Top regulator
RED lead-------------------------------------------Black lead
Yellow Stator Leads------------------------------Red Regulator Y Jumper 30K – 50K Ω, measured 27.1 and 27.2 (should be 30-50 k ohms)
Red Regulator (w/Barrel Terminal)------------Red Regulator Y Jumper Open, M Ω or OL Measured OL. (should be Out of Limit)
Case------------------------------------------------Yellow Stator Lead (each) Open, M Ω or OL, actually measured 9.6 1st yellow ans 2nd yellow measured 9.9 (should measure Out of Limit)
Case-------------------------------------------------Red Regulator Y Jumper Open, M Ω or OL, measured 31.5 (should measure Out of Limit)
Case ------------------------------------------------Grey Terminal (should measure 10K Ω), Measured very erratic until it stayed on 83.2

Bottom Regulator

RED lead--------------------------------------------------------------Black lead
Yellow Stator Leads-------------------------------------------------Red Regulator Y Jumper 30K – 50K Ω, measured OL. and OL (should be 30-50 k ohms)
