1997 Mercury/Tracker 60 hp tilt/trim issue

I have a 1997 Mercury-Tracker model 60 ELPTO with a tilt/trim problem. The TT motor works fine to raise or lower the outboard up or down, but when the outboard is left in the up position, it gradually sinks down. Any troubleshooting suggestions?
