1997 Volvo 4.3GS 4.3PLKD Trim Gauge Pegged at the top

I am still working on this same project boat, and my latest test has been that the trim gauge is pegged all the way to the top. My automotive knowledge tells me that its a wiring problem, but will the sender itself cause this? I have taken a quick look through the wiring diagrams in my SELOC book, but have had no luck finding a wiring problem.

I have pulled the trim gauge out and it moves freely, and all of the wires seem fine around it.
