1998 75 Mariner? I think?

Just bought a Bass boat (Fisher) and the prior owner states that the outboard is original to the boat. I have no reason to doubt this because thru some research that was a common combination in 98 and the transom bolts look untouched. Question...in order to make for a pretty picture at time of sale the prior owner went spray paint happy and the M/N and S/N are painted solid.....any other place on the engine I can look for this info?

Second question....I have no 12V power to it right now and need to lift the outboard into the locked position by hand.....hyd bypass? I am assuming that it is the plastic 9/16th screw/bolt on the side??? Confused after 14 outboards this is the first Mariner/Merc for me....any help would be appreciated! Thanks in advance!

Running that plug out, it releases fluid.....all the way in and it is not in a manuel mode LOL any suggetions?
