1998 Evinrude 225 (CARB)...Vacuum switch leaks gas (drips)

I recently bought a fishing boat with a 1998 Evinrude 225 (carb). Today I tried to start the engine, but the engine would not start...then I noticed a puddle of gad was forming. After almost 1 hour checking everything, this is what I found: When I pump gas manually (squeeze primer bulb), the bulb does not build up pressure (does not get hard), instead gas drips from vacuum switch (see attached picture). Should I just replace the vacuum switch? Please let me have your advice.

Somehow I don't think the by gosh exact model number matters in this case. A pressure switch (or any part) that's leaking fuel is a danger and needs to be replaced.

Here is the model# E225TXEUD...it was built in May 1997.
My concern is: is it just the vacuum switch or do I need to be concern with the VRO?

Maybe the carb is flooded and that's causing the vacuum switch to leak. When I look at the vacuun switch... It seems like the vacuum swicth has a small hole to allow gas to come out ( I know it sounds crazy, but that's what it looks like). please look at the picture. That stream of gas comes out of a prefectly round small hole.

The vacuum switch and VRO are entirely seperate. The vacuum switch shouldn't leak under any circumstances. I'm pretty sure the hole you refer to is a vent, and that the reason it's leaking fuel is that the vacuum switch has a bad diaphragm. Replace it before you even try starting your engine again, it's dangerous the way it is.
