1998 Johnson 30 Hp fuel/idle issue

I have a 30 horse johnson and when I bought the boat it had sat for a couple of years. anyhow, the motor does not want to idle right. there is a black deal with a screw on cover ( assuming the fuel pump) I took it off and cleaned it the rubber diaphrams looked fine. then there is a little red level with looks like a bleeder valve. when I adjust this the motor will either start with no choke or require the choke depending on where I have it set. either way the motor does not was to idle. I did manage for find a spot where the motor will run and get up on plane but then after 3-400 yards the motor will slowly slow down like its running out of gas until I am back down to a trolling speed.

End result I am going to order a seloc manual but wanted to see if someone thinks its something easy I am overlooking?

Don't order the Seloc Manual. Get the OEM factory Service Manual.

You haven't told us what (if anything) you did to bring that engine back to life after sitting for a couple of years.

She need a new impeller and she needs the carb cleaned.
