1998 Merc XR6 150 bogs, please read and help if you can

So I have a 1998 xr6 150 2 stroke carb on my 18ft bass boat. What happens is it’ll bog down with 2 people on board. Ran it by myself all day and ran great couple moments of hesitation but for the most part was perfect. Went and picked up a friend at the dock to fish and it had a hell of a time picking up. It bogged down and took a while to get on plane. What IVE done so far to this is carbs rebuild and linked, new fuel pump, new gas, new impeller, everything has been checked timing wise including fuel to oil ratio. That being said my mechanic said he would check the prop sizing due to a weight-not enough power ratio. I’m currently running a 21p prop and was told to go to a 19. Curious if anybody else has opinions. Thanks

something new or has it been this way from day one???.. depending of boat brand, tha '98 XR6 should turn tha 21 without much problem ona 18 footer.

I haven’t thought to check on the exhaust being buried and as far as it happening sense day one yes, this is a new boat to me as of this spring so it’s been out 10-15 times now and have had the same issues thought is was fuel but everything I can think of would lead me to think otherwise now.

Step # 1 is a compression test.----Then do spark output test.-----See if ignition can jump a gap of 3/8" or more on all leads.-----And have the boat weighed.----Perhaps water logged ?

Motor is fixed (no jackplate) and ran great for previous owner, compression test is good 110-117, spark looks good,
