Ok guys this is what I got, steering froze up from lack of maintanence of the previous owner. Shaft was all the way in the tilt tube minus the connecting rod to the motor.
I was able to get it out with no heat, drove it back with a hilti drill/hammer and drifit pin.I got it out and there was a o-ring on it and I don't see were it seats in the tilt tube does it go in a inch or so? or just ride the shaft? which i find unlikely.
