I belive that in 1998 the EPA started to regulate emission standards on outboards. Does anyone know what the difference between a 97 and 98 60 hp Tracker bigfoot? Did they change the T-stat and play around with the timing or just change carbs? Is it possible to tune a 98 to 97 standards/ illegal?
