1999 50 hp Alarm stays on and engine won't go above 2000rpm's

Allot of great info here. I am new to boating. Two days after using my boat the warning alarm stays on even after a cold start. I thought it was orignally overheating but I believe it is more of a fuel restriction issue. I have read about the fuel vent clogging (where can I find the vent?) Any other suggestions are greatly appreciated!!!! Boat ran fine one morning (the water was pretty ruff on the way back in) and went to start it back up after being docked for 15 minutes and this issue started. Replaced water pump/thermostat and plugs.

Disconnect the heat sensor, and see if the horn stops. If the engine won't top 2500 RPM, it is going into SLOW. Speed limiting overheat warning.
