1999 evinrude 4stroke 5hp?

I'm am trying to remove the lower unit cover, there are 3 long bolts I unscrewd but it wont come apart, there is rubber cover over the upper exuast on the back, I think that's holding it together, do I pry it apart with a screw driver or what?! I don't wanna break it! :-/ thanks for any help!

The lower unit appears to be the same as 2 stroke models for many years.--------3 bolts and it should drop down and come off.---Perhaps the shift rod is not sliding through the grommet and a little grease may help.------Or on a salt motor there is a possibility that driveshaft is rusted into the crankshaft.

not the lower unit the lower cover, it splits in two so I can access under the motor
