1999 Johnson 25hp shift adjustment

I have a 99' Johnson 25 hp with stick steer. When I shift the outboard into forward gear with the control box it will not pull the shift handle far enough to engage. I have the cable adjusted all the way in and it ain't enough. Neutral and reverse work fine with the control box. How do you make an adjustment on this outboard? Thanks

Have to check the motor first (remote cables removed at the motor). When shifting with the engine off, need to get the gears to mesh when trying to shift (maybe turn the prop a bit by hand). What preceded the problem -- repair or maintenance?

I forgot to add that it will go in Forward by hand. I picked up the motor years back and recently bought a boat to put it on. I've had it out on the water once and it went okay except for having to have my partner pull the lever forward every time we wanted to move.

assume you have the remote adaptor kit for your 25? think it gives you the standard shift lever.
