1999 Johnson 70hp not peeing

Hey new to the forum. Got a question on a motor that I have recently purchased. 1999 Johnson 70hp outboard, wasn’t running when purchased just cleaned carbs and changed plugs and fired right up. Main problem is it isn’t “peeing” I have pulled the foot off and replaced the whole water pump unit, installed it back and it is still not peeing. I have used a air hose and blew back through the line and I can feel air coming out where the muffs go on the foot so everything is clear but it still doesn’t pee.
Any help would greatly be appreciated

if you pull the thermostat do you get water on top on the engine ?

have you tried running the pump on its own to see if it pumps properly ?

water tube grommets not crushed ? missing any parts on the old impeller ?

tried a piece of heavy fishing line up the pee hole ?

I got a different set of muffs that sealed better and it works just fine now

You cant tell if its pumping properly when you are using muffs.
If they fit tightly and there is enough pressure in the water supply you will get a good water flow even if there is no impeller in the pump.

You need to run it in a barrel etc , but best on the boat.
In a barrel make sure the water level is well above the pump though.

with motor now running and peeing, make sure you are NOT getting water from the 2 holes at the back of mid section while idling, if you do then a new thermostat is needed..... these only open once warmed up and running fast, if they let water out at idle the motor is not getting cooled correctly and 99.9% its bad thermostat.

Main damage concern is overheating. Top of the head should be somewhere between 120 and 140F. 160F is too hot. An infrared tester is a good investment -- old fashioned way is to touch the top of the head with the heel of your hand. Too hot to touch is too hot to run.

Having said that, running cold (t.stat stuck open) will give you poor performance and would need to be corrected.

If your sure that the impeller is installed correctly ( not upside down ) there has to be a block somewhere.
