I have a 200 hp 1999 with the same issue, the plastic tag was faded and I could hardly read it. I called the Merc dealer and they told me that was the only place the serial number could be found. I was unsure about a couple digits and they did do a search on valid numbers, and helped me narrow the number down. I needed it for a title.
