1999 mercury 225 fuel problem

Bought my first boat last week and it has had a continuous problem with the fuel system. Took the boat out twice and it ran great. The third time and everytime since has been a problem. I was cruising along at 4500 rpms when the engine started cutting down all the way to 2000 rpm at wot. I figured i ran out of fuel but later finding out i was no where close. I could not get the boat to run without the fuel priming bulb losing pressure. Brought it in to a shop they supposably replaced my racor sight bowl and cleaned out my fuel tank. While the next time i took the boat out i had the same exact problem after running for about 45 minutes. Also notice some crap in my racor. So i changed the racor again and went back out for another trip for the same thing to happen. Does anyone have any advice? could it be baffling in my fuel tank that the ethanol is eating up?

Test it on a remote tank and see it it still has problems, are you getting any alarms or oil light flashing?
