The motor trimmed up normally, but would not retract without releasing the relief screw.
It then raised only to the trim upper limit, but would not tilt.
After once again releasing the relief screw the, motor is now fully retracted, but cannot be tilted manually.
I can hear the motor running in both raise and lower directions.
Any suggestions on how to manually raise the motor, so I can begin to diagnose the problem?

First thing to do is to make sure that it has plenty of fluid. Unfortunately, to add fluid the motor will have to be raised to gain access to the reservoir.

Are you sure that the relief valve screw is fully loosened? I seem to recall that clockwise is in and counter clockwise is out. There should be an arrow on the clamp bracket that shows which way to turn it to unlock the hydraulics.

Raising a motor manually can be tough. If you and a strong buddy can't get it to budge then maybe try tying some rope around the skeg area and pull from there. Get more people. If you have to, tie the rope to a car bumper and use the car to do the pulling. Gently of course. Once it starts to move it should move more freely and it can be then be raised manually.

After getting the motor all of the way up, use the locking device to hold it there. Tighten the relief valve back to its normal position. Add as much fluid as the reservoir will take. Put the cap on the reservoir. Then trim the motor full down and back up. Add more fluid if needed. Repeat the process until the time it goes back up and it won't take any more fluid. It is a self bleeding system.

Thanks! As long as the relief valve screw is fully opened, there is nothing mechanical holding the motor down?
If this is correct, then I will try to raise the motor with a pulling device.

Just a thought, make sure your battery is charged fully. My Johnson would not raise up, (no comments please, this is a family sight)
my wife asked if the battery was charged. Sure enough, I charged the batt and it worked like a charm!! John
