There is a good thread in the FAQ on here about awakening a sleeping outboard that you might want to read. Would also reccomend changing the impellar first off, 100 percent sure the rubber is no longer good as is close to failure. The part is cheap , but the consequences of its failure are very expensive. Take spark and compression readings to use as a benchmark. Let us know your results.

a rebuilt carb that has sat for two years is often a carb that needs rebuilding. The gas residue left in them turns to varnish then just goo gumming up the carb. Follow the awakening an outboard thread and see how it goes. It might be fine. Replace the impeller even if it was replaced two years ago. The rubber gets brittle and will fail.
