The inlines are known to be a bit tough to get started, and like fuel.
I don't believe you have a choke, but instead it is an enrichment solenoid. My starting procedure is as follows, and assumes you have clean carbs and a good fuel system.
1) Prime fuel bulb until firm, then once more for good measure
2) Move throttle to high level to start (either with the high lever on the side, or in neutral if you have only one lever with the push button.
3) Turn key to ON, but don't crank it yet.
4) Push and HOLD the 'choke' button, or push and HOLD key inwards to engage the 'choke'. This engages the enrichment solenoid which drools fresh fuel into the carbs. Hold it there for a few seconds.
5) While holding the choke button, crank the engine over. Don't let it crank too much. You should hear it try to start.
6) Try the starter again, and it should be running.
7) Adjust the high idle to run about 1200rpm until its warmed up a bit. You can try letting go of the choke button or release the key out whenever it will run on its own without it.
8) Let it warm up, and continue to reduce the throttle until its running fine in neutral.
Go boating.
If that doesn't work, you need to start troubleshooting....spark, fuel, compression.... etc. Don't overlook the need to have a high quality fuel line and primer bulb and a clean filter.

p.s. Pic attached shows an enrichment solenoid, which replaces the older choke system and helps to get these motors to start easier. My '84 has one...and I suspect your does too.
