Have any luck finding out why your block was hot?
Cleaning up the deck surface of the old 4.3 block before installing reman heads.
I had the same problem with mine but what I did was take the top hose off the thermostat housing and run water in the hose till water came out of the port I took the hose off of then reattached. I also changed the water pump impeller and associated parts in the stern drive because my boat had been sitting for 4 years and with doing thise two things it circulated water.
Now as far as the petcock I had rust buildup at that point so I removed it and opened the port up.
When I installed the new water pump I put a thin film of grease where the impeller contacted the stainless cup it rides in for initial startup. If you need more pictures I can take them tomorrow morning when I get home from work.
It should spin whenever the motor is running in neutral or any other gear to keep the motor cool just like a car. The shaft is driven from the upper drive (I believe) so if it isn't spinning I would imagine that is where the problem might be.

Might also check the pump again just to make sure it wasn't wedged and stripped out.
That's awesome! The black rubber impeller is what will spin not the metal housing.
Did you have your hose on full when on the muffs?
Did you use an aftermarket impeller kit? Sometimes the inner slot will spin or slip and the wedge will not turn the impeller. I have always used an OE impeller kit. You can get them on line or from a dealer that sells Evinrude outboards. Next best is Sierra. Avoid GLM. Here the 2 boating supply shops I use won't even order GLM, due to past quality problems.
Ok glad you got the impeller working now when you changed the gear oil how did u do it? Did you get about 2 qts in? Checked with the dipstick on the top cover after filling? There is a certain right way to fill these drives that must be followed...or else burnt up upper gears are the result!
Replaced the new rubber impeller back with the old oem one and now I'm getting some nice cooling...
Everything is rotating as it should.
Changed the oil on the stern drive and found some water. Makes me nervous I probably will not look into it until the engine is buttoned up nicely.

In this link it tells you the OMC way to properly fill the gear oil. Your way MAY work but after it sits make SURE to check the level with the dipstick in the top cover.
leaking testing you have to get a leak tester (pressure and vacuum). If it water leaked in, and you never had it in the water, it could be the seal behind the mount for the impeller. I had that changed on mine once. Did you change the fiber washers for the drain plugs and dipstick? that can cause leaks too but only if you are using it in the water.
