There must be 200 threads on wiring a fuel pump. Use the search funtion.

The relay is for switching the fuel pump on, the oil pressure switch fires the relay

The replacement block is looking solid, the heads are off now need to swap. Local shop wants 500 for resurfacing the old head with the new block I'm thinking I might just mate it with a thicker gasket the mating surface doesnt look bad from birds eye.

There are lot of vids on how to re-surface blocks and heads yourself, you have to be careful doing that. First get a mechanic's straight edge and check both for warpage. If its less than .003" then you're in pretty good shape, just clean up the mating surfaces. First try using gasket remover. No rotary tools. On my old block I used a razor blade very carefully then sanding block only. Be very careful to keep grit out of the cyl bores. You are just making sure all the old gasket material is off. If there is warpage then you have to pay the machine shop.

The surface is pretty clean now I used a razor edge, I am not confident resurfacing the deck manually. I have access to a vertical mill and can try to practice on my old block and get some experience for the new block.

Making some headway, the motor mounts on the marine 2.3 have the 3 bolts that attach the mount to the block on this nkw block it only has 2. The alternator has the same issue only fastened 3 bolts instead of the 4.

STUCK with the wiring harness, I have two round leads coming towards the distributor off one of the solenoids in the back. I'm guessing they are both grounds but I don't see any old marks to find my way back to the bolt they went to.

And, I used the temp sensor on the block as the pressure switch for the new fuel pump and I think it is wrong. I read the manual only thing I could find is that there is a temp sensor on the block and that's the only one i see.

Ayuh,..... The pressure switch for the fuel pump needs to see Oil pressure, nothin' to do with the water passages,.....

Ok if you search around you should be able to find OMC wiring diagrams on the net. They had one for the GM engines and one for the Ford engines. All the colors are the standard marine inboard wiring color codes so you should be able to figure it out...
note to self:
take a cell phone pic of anything esp wiring before you take it apart....
when I did my top end overhaul 2 years ago I kept everything organized with pix and everything went back together with no missing parts or parts left over lol

Thought it was oil pressure when I had the block out now I'm pretty sure its temp and the bulb thing on top is oil.

Thanks I took tons of pictures, Frankenstein engine haha !

Im down to the wiring now, I have two leads that i think go on the bracket holding the solenoids (I think its common). In the picture you can see the shiney new sensor is the pressure switch I'm putting back where it says "3 way T."

The other sensor circled should go back where the shiney one is since I think that's a water passage.

This is bad.!

So I moved some things around and with a tester grounded to the battery its telling me the block is power.

OK go back and find out why your block is power....like Bondo said...it has to be negative or grounded...
Those 2 leads...that have what appear to be grey wires, or are they black??...what do they connect to on the other end? The solenoid in the pic right by the wires appears to be the remote starter solenoid, typically used with Ford starters not one of the trim solenoids...because of the yellow/red and purple wire...
Those 2 leads could be grounds...but check what they are connected to on the other end....
