2.3L water pump bypass cap popping off

Greetings,
Just got my carb all done and was running the boat with muffs. Ran for a few minutes and it got up to temp. I revved it off idle a little bit and suddenly water started spraying from the right front part of the engine. I figured it split the short fat hose that connects the water pump to the thermostat housing. Nope. Closer inspection revealed that the little rubber cap that blocks off the bypass port on the water pump popped off. Hmmm... I put it back on and tightened the clamp and it did the same thing. Oddly ( to me anyway), the bypass nipple has no ridge on the end of it. Its totally smooth. Have you guys seen this? As tight as I can get the cap, it will still slide right off. How the heck is it supposed to stay on? Mind you, I've used the boat several times and its never come off underway. It ran fine last time I was out. I let it sit too long and boogered up the carb. It seems to run ok now after cleaning it up, but what to do about that lil rubber cap???
