Those xj's are bad for having weak leaf springs. If youre sure you have enough weight on the front axle for handling and safety and you think the springs+shocks are in good shape then air bags would be a good route. We have them on two of our Jeeps and love them. Takes that 'bouncy' feeling you get over bumps and really tightens up the Jeeps, makes it fun to tow.

They are a bit more for the leaf springs but we paid around $80 per Jeep since we have coil springs.

So, what should the tongue weight be? Is it a percentage of the total weight or a fixed ammount?

Tongue weight is a percentage of the total weight of the trailer, boat and its contents. 10% is a good rule of thumb.
2000 lb. boat and trailer should have a ~200 lb. tongue weight.

I am going to check the tounge weight, I can lift the front of the trailer with the boat on it but I am a stronger then average guy. I will also check the rear shocks and see if they are shot.

So what's your tongue weight?

Like others said, from your photos, it sure doesn't look like that Jeep is squatting, and the trailer looks level (therefore, the ball height is about right).

Cherokees are known for bad radiators and saggy rear ends. You have to go by how the steering feels. Changing from the 2.5" drop to a 2" rise won't change anything on the Cherokee side of things. One of my boats has a 250-275lb tongue weight. I use a 2" rise to prevent the front crossmember ubolts from scraping at the top of certain ramps. It handles no different than the 2.5" drop, which I used for a long time when the same boat was on a shorter trailer. The wheels even scrape the well every so often. They did that when I had a fat relative riding in the back seat, with no boat in tow, also. It's just no big deal. My other Cherokee does the same thing.

Usually I have the beer in the cab so I can reach them on those long trips.
