I have a 1983 Evinrude E2RCTD that sometimes starts and runs well for as long as 5 minutes then dies, then is difficult to start again. I have taken the carb apart (multiple times) and cleaned it as well as possible using pipe cleaners and compressed air. After such treatment it usually fires up for a short time and I think "Ah-ha, I fixed it", but not so.
Squirting fuel directly into the carb makes it fire up for a second or two. So I'm pretty sure it isn't getting fuel.

Question one: Is there anything besides a clogged carburator that would cause this behavior?

Question two: I have found plenty of rebuild kits on the internet, but am hesitant to buy because I don't know what they contain. Do they come with those little plugs that look like freeze plugs? I think my problem may be crud in the chamber just upstream from the low speed jets.

Question three: How do you replace those little plugs?
