You don't say what the rpm's are with 4 people. It could be a spun hub on your prop. Get back with the rpm's Jerry

Have you varied the number of people on the same outing?

Do you have a planing assist (Doel-Fin or other) on your engine?

Does it make plane at all with 4-5 people?

I would install a 20 pole tach and then search the forum for spun hub. There are numerous threads on how to determine if you have a spun hub or not. In addition the tach is a vital piece of equipment and is easy to install. You need to know what your RPMs are to diagnose numerous problems not to mention to make sure your proped right.

Sounds like the boat is loaded wrong and not enough power to plane out. If people are in the stern it will be harder to plane, have them move forward until on plane then they can move back.

Could also be that there is excess weight on the boat and overloaded, wet foam, coolers, gear, etc.

You need to confirm it is firing on all cylinders.Use a spark tester should jump 3/8" blue spark with an audible snap. One cylinder could cause just those symptoms. You could carefully ground one plug wire at a time and check the results.Be sure to ground as careless handling of the ignition system can damage it.

What is the size and pitch of the prop that is on the engine right now?

the boat will take off at wot but there is a long hesitation then she really goes w/ 2 people with more people ( 5 _) around ( 1100 lbs _) it will not wot at all. it will not pplane ive moved ppl to back still slow as for spark i dont want to mess anythiing up and not sure how to do it . it had champion plugs when i bought the boat but reading on here i bought ngk plugs. dont know if that has anything to do with it. prop size i dont know. no numbers on it that i can see.. i was thinking timing will an automotive time light work... thanks again

Use a timing light on cylinder 1 (automotive, marine, don't think it matters), ground all plugs with some wire so you don't mess up your coils. Open the throttle all the way with your control arm in the front. Short the safety switch, found on the upper shift wire inside the engine area, by using some wire or alligator clips between the two screws you can see. REMOVE THE PROPELLER. YOU WILL BE CRANKING IN GEAR! Find the markings on the flywheel. The one by itself is 0deg TDC. There are 3 markings farther on the wheel, the one that is longer or down more is 30deg TDC. At cranking speed, you want to set it to 28deg, one line closer to 0deg TDC from the 30 mark. The key should be toward your boat, a mark on a plate. Attached to the throttle arm there are two black plastic pieces with a screw under the flywheel and a lock nut. You twist that screw to adjust, closer is retard, father apart is advance. The distance between the pieces should be between 3/8ths and 1/2 inch to start. Have someone turn the engine over and use your light to sync it.

Odds are in 20 years, someone has had the flywheel off, and the key may not be true anymore, and thus the timing marks not accurate. You can search for a way to adjust your scale, but it should be fine unless the key was damaged. If you engine is greasy, consider some white-out to help you see those marks.

Alternatively, you can go out and run WOT and time on the water, and it may be better, but if you can't get to the right RPM it doesn't matter anyway. Also, since the advance is controlled with the throttle and not engine vacuum, try following your engine with the throttle instead of putting it to 100% to shoot from the hole. If you get pinging, you need to tighten in the screw, you're advanced too much.

If your engine seems to run good with 2 people, at an expected speed, then you may just need a new prop to handle the heavier load at a lower top-end.
