20 amp fuse keeps blowing!

Hey all,
Ran into a problem the other night with my 1970 Johnson 85 hp motor. But before I get to the problem I want to give you a little previous info. We bought the boat last year and she ran like a champ! I winterized the motor before winter and then this fall we bought a new helm/steering cable kit and rebuilt the lower unit also. Heres where I screwed up, I didn't start the motor before either...

Now here and in June a week from our vacation after all the works done I decided to crank her over. Like I stated before she wouldn't even attempt to crank over so out came the factory manual and the reading began. I read in a couple diagnosis that there was a 20 amp fuse located next to the starter solenoid. So a quick look at that and it was fried. So i changed her over to the new style fuses and tried her again thinking the contacts were bad, nothing!

This is when my mind started racing! I know usually the cause for a fuse to blow is a faulty ground.. So I checked my grounds. They all seem fine. So I tested the solenoid, it didnt seem to be working so I bought another 27 dollar solenoid and thought ahh this was the problem I will be good to go. But still nothing!

So after thinking and knowing she ran great with excellent compression last year I thought of everything I did and thought the only thing that involves electric is the lower unit. So I decided to disconnect the wires coming from the solenoid in the lower unit (hydro electric shift) and turned the key the fuse didn't blow. is this a sign I have a bad wire or possibly I pinched one? Also if I unhooke the double wire connector on the solenoid (one from the battery side of the key switch and the other goes to the terminal block and then ends up at the rectifier and lead assembly) maybe this will help!

Hopefully someone has a suggestion or knows what needs to be done! I'm honestly lost and not sure what to do or test next...

Also the fuse blows when the key is in both the on and starting positions.

glad I didn't rely on this thread. haha ended up to be the wires going to the solenoid in the lower unit were pinched.
