The key appears ok, should I remove it to inspect, or would it be readily apparent?
As for the flywheel, I assume it is torqued correctly. Do you thing it may be canted? What would be the result if it were improperly torqued? And by properly, what am I looking for?

You've obviously had the flywheel off if you replaced the points. The key aligns the flywheel so it only goes on in one position. If the key is damaged or missing, the flywheel could go on in the wrong position, therefore screwing up the timing. When you put the flywheel back on, it MUST be torqued properly to 40-45ft.lbs.

The key appears normal and intact. I will double check the torque. I'm guessing that may be the end of my rope. I'll have to take her in if I can't figure it out. I don't mind parting with a little money to fix it, but its more of a mental victory at this point to fix it myself.

UPDATE:
I found and bought an old motor just like the one I have. It was a parts motor, and did not run. I removed the carb, opened ity up and cleaned it. I transferred a few parts (float, needle and seat, gasket) from the original carb.
I had less backfiring, and near starts. I plopped the motor on the transom for additional leverage. Amazingly, she started!!! Keeping it running, however, was another matter...
I could keep the motor running by blipping the throttle manually at the carb with my hand. One adjustment I had done was with the throttle cam before installing the "new" carb.

Should I adjust the throttle cam timing, or is this a low speed needle adjustment?

Incidentally, althought the "new" carb needed HEAVY cleaning, the low speed needle had a true needle point on it, while the old carb was a bit deformed.
