200 hp sw series overheating at high rpm

1990 salt water series 2 200 hp on a Dusky with twins

port engine runs hot above 4000 rpm's . Buzzer goes off - indicator on digital tach shows temp warning and enters slow mode . Checked with an infrared temp gun when the buzzer went off . The stbd bank head at the temp sender is 174 degrees . port is around 120 so I know the problem is in the stbd bank . Impeller just recently changed and pee stream is strong.

Took out the thermostats and started the motor with the thermostats out and cap off and it sprays water out like a strong garden hose from both heads . I also ran with caps back on but without the thermostat on the bank that was running hot and it did not run hot anymore

Thermostats are opening and closing. I checked in a hot of hot water with infrared gun and they open at about 125 . what temperature are they supposed to open???? If the thermostat is operating properly then the only other thing would be clogged water jackets , right ???

I did check compression and all cylinders are equal and all plugs look normal .

Anything else I am missing ???

Should I just repalce thermostats and remove and clean water jackets
