2000 25hp 3cyl momentarily cutting out at speed

I have owned this motor (J25RL3SSB) for over a year and was told it was just completey serviced when i bought it. I have not had any trouble whatsoever up until the other day. It has always started on the 2nd or 3rd pull and had a top speed of 28mph on a 14ft jon boat., Recently it did not what to start after it was hot. It would sputter and then die. After 15 minutes or so after the sputter it would fire right back up. It also will only run around 19mph now, with no additional weight. I checked the plugs and one looked fouled. I replaced all the plugs, the impeller, and the lower unit lube because it was time. I took it back out and had more problems. I still only have 19 or 20mph and at full throddle it seamed to lurch like it wanted to run a little faster but some thing was holding it back. It idled around for several hours with no problems and fired up everytime, the first time. But, on the way back in, it started to momentarily cut out. This lack of power only lasted a split second but the occurences got steadlly closer together. I could not duplicate the problem at idle. I checked the inline fuel filter and it was clear. Could i have a problem with the power pack, coils, or fuel pump??? Any help is appreciated. Thanks

First step is a compression test. But its sounds like you may be dropping a coil. Pull all the coils and clean the ground straps and where they ground on the block.
